Can the war in Iraq be blamed for someones roof not being repaird after a hurricane that took place over a year ago.

My wife and I had an interesting discussion this morning. She was telling me about a call she received from a customer in Florida who said he had been waiting on a new roof for a year and a half because of hurricane damage and he blamed the war in Iraq for it taking so long to get a new roof. We'll first in order for it to be a year and a half the hurricane would have happened in February so I'm thinking this guy must not be good at math or he's making up because last time I checked Hurricanes did not happen in February. I can also say with pretty good certainty that the war in Iraq has not caused him to wait that long for his roof to be repaired. My wife actually said he has not had a problem in sixty seven years so why is it happening now. I'm willing to guess that it is just coincidence and I'm sure there is some selective memory involved. We all remember what happened over a life time as we want to not necessarily as it happened. Plus the human brain has a great way of finding patterns where none exist. Just because something is happening during a certain time does not mean the time is causing it. Correlation does not mean causation. He would be waiting for his roof to be fixed for a long time weather we were fighting in Iraq or not. And finally as far as I know the war and the Hurricane relief are under two separate departments. Some people just like to look for an easy explanation where none exists. I don't have the answer to why this guy has waited so long to have his roof fixed but blaming President Bush is not going to solve any roofing problems. He would be better off complaining to his insurance company or who ever is in charge of getting his money instead of sitting on his rear end and blaming something taking place over seas. I'll be the fist to say I don't think we should have gone over there and gotten involved but trying to blame a war for it taking so long to get a roof fixed is like trying to say it is raining while I'm running the dishwasher so therefore the dish washer must have made it rain. Makes on sense. Again. Correlation does not mean causation.
